CIVIL AVIATION AGENCY UNDER THE GOVERNMENT OF THE REPUBLIC OF TAJIKISTAN

     The Day of the President of the Republic of Tajikistan is a great national holiday, a day of expressing the love and gratitude of the Tajik people for the merits of the founder of peace and national unity – the Leader of the Nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon.
     Taking into account the respect and recognition of the eternal wisdom, the dignity of the country's new State policy, the achievement and provision of peace and unity on the world stage, as well as the enhancement of the dignity and status of our independent Tajikistan on the world stage, these consequences generally depend on the competent and effective activities of the Founder of Peace and national unity - the Leader of the Nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, November 16 is personified in the legislation of our country as the Day of the President of the Republic of Tajikistan.
     The dignity of the political leadership and statesmanship of the Honorable head of State Emomali Rahmon led to peace and solidarity in our country, the growth of Tajikistan's status and influence in the international arena. It is thanks to the constant and round-the-clock work of the President of our country that Tajikistan has followed the path of construction and development over the years of Independence, achieved unique achievements and became the safest and the most developing State.
Today, the glorious people of Tajikistan are well aware that the Leader of the nation, despite all difficulties and obstacles, mobilizes all resources and opportunities to improve the standard and quality of life of the population.
     It was the personality of the Leader of the nation that saved the Tajik people from disintegration and returned every last Tajik refugee to their homeland. Therefore, his great achievements will never be forgotten by the people.
     May the sun of freedom and Independence forever bring grace, light and radiance to the families of every resident of our beloved country of Tajikistan.

     The Civil Aviation Agency under the Government of the Republic of Tajikistan, in order to improve the level and service quality on board of the aircraft and take into account the interests of passengers during the flight, considered the issue of providing hot meals on board of the aircraft with foreign airlines from far and near abroad, especially with airlines of the Russian Federation (Ural airlines, Siberia, Nord Wind, UTair and Yamal), operating flights from/to the Republic of Tajikistan, and proposed that on routes lasting more than 3,5 hours, passengers should be provided with hot meals on board of the aircraft.
     In this regard, based on the proposal of the Civil Aviation Agency, the above-mentioned airlines took into account the duration of the flight and expressed their readiness to provide passengers with hot meals on board of the aircraft.
With the start of the autumn-winter season of 2024-2025 (from November 1, 2024), domestic and foreign airlines provide hot meals to air transport passengers, whose flight duration is more than 3,5 hours.
     It should be noted that the Civil Aviation Agency under the Government of the Republic of Tajikistan, in turn, instructed the responsible persons of the inspection services of the International Airports of the Republic of Tajikistan to take strict control over the implementation of the above issue and regularly provide the Agency with information on its results.

     On November 4-6, 2024, Director of the Civil Aviation Agency under the Government of the Republic of Tajikistan Nazarzoda Habibullo Temur took part in the first meeting of the Aviation Authority of the region to discuss the initiative to create the “Eurasian Civil Aviation Conference” and a regional seminar on risk assessment, which was held in Almaty, Republic of Kazakhstan.
The purpose of these events is to further strengthen cooperation in the field of Civil Aviation of the far and near member States of the Eurasian Civil Aviation Conference, and the organization plans to hold more seminars on the topic of flight safety and training of specialists in the field of Сivil Aviation in the future.
     Nazarzoda Habibullo Temur has spoken at the above-mentioned seminar and in particular noted that:
     With the adoption of the Declaration on the Establishment of the Eurasian Civil Aviation Conference, the Civil Aviation Agency under the Government of the Republic of Tajikistan seeks to actively cooperate with partners to share experience and knowledge in such important areas as flight safety, aviation security, simplification of formalities, sustainable aviation development, development of unmanned aircraft systems and training of aviation personnel.
     Located in the strategic center of Eurasia, Tajikistan serves as an important transport corridor connecting Asia with Europe, and is ready to contribute to the development of aviation infrastructure and strengthening international cooperation.
Besides, our country attaches great importance to the development of Civil Aviation, modernization of airports, improvement of safety conditions and expansion of air services. We, the participants of the first meeting of the Eurasian Civil Aviation Conference, recognize the importance of the development of Civil Aviation as a key factor in economic and social progress, as well as strengthening cultural and business ties between the countries of the Eurasian region.
     Tajikistan, being an active participant in the Eurasian integration processes, strives to strengthen ties with the participating States of the conference. In addition, Tajikistan supports global and regional initiatives to reduce the carbon footprint in aviation and is interested in introducing new technologies that contribute to reducing emissions and developing environmentally safe approaches in Civil Aviation.
     Thus, Tajikistan's participation in this meeting underscores our commitment not only to developing our own aviation industry, but also to strengthening cooperation to address common challenges and issues in the region. We are ready to support the goals and objectives of the Eurasian Civil Aviation Conference, take concrete measures to implement the decisions taken and promote the creation of conditions for safe, environmentally friendly and affordable air communication between the countries of Eurasia.

So, 30 years have passed since the adoption of the Constitution of the Republic of Tajikistan, and our state is steadily developing on the basis of the norms established in it. This sacred act, which formalized the state Independence of the Republic of Tajikistan, brought to life the millennial dreams and aspirations of the glorious Tajik people, illuminated the future path of our proud and creative nation to build a new society and strengthen the foundations of modern statehood in an atmosphere of a democratic, legal and secular state. The creation of such a State requires respect, observance and protection of human rights and freedoms, unity, ensuring the security and sustainable stability of society, creating favorable conditions for a decent life and free development of every citizen.
As the Founder of Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, Honorable  Emomali Rahmon, emphasized: “The greatness and significance of this important historical document is primarily expressed in the fact that it was first adopted by the people themselves in a free way by the citizens of the country. The Constitution of the Republic of Tajikistan has recognized itself as an integral part of the world community and has expressed its loyalty to legal values.”
The Constitution, from which all laws flow, serves the progress and development of the state and is the key to the success of every nation. Thus, the Constitution of the Republic of Tajikistan is truly the key to the success of the Tajik people, since it is a comprehensive Constitution that ranks among the best constitutions of the world's states in terms of protection and recognition of human and civil rights and freedoms.
The current conditions of globalization and the growing danger of terrorism and extremism require every citizen to make efforts to comply with the norms of the Constitution and other applicable laws. We must deeply understand that the Constitution and all laws in general are a guarantor of peace and stability, an important tool for ensuring freedom, social justice and equality. In today's conditions, this is the only way we can ensure the realization of the good and creative goals of our legal and democratic state and strengthen the foundations of social justice in our country.

     On October 15 and 16, 2024, it was held a meeting of the heads of the Aviation Administration of the Central Asian States, including the republics of Uzbekistan, Tajikistan, Kyrgyzstan, Kazakhstan and the State of Qatar in the city of Samarkand, the Republic of Uzbekistan.

     On October 4, 2024, a solemn meeting dedicated to the State Language Day was held in the hall of the Civil Aviation Agency under the Government of the Republic of Tajikistan.
The Director of the Agency, dear Nazarzoda Habibullo, spoke at this meeting, who, in particular, noted that:

     Over the 33 years of State Independence, the air transport sector of Tajikistan has received a new development with the support and guidance of the Founder of Peace and national unity - Leader of the Nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, all airports in the country have received international status, and today the Government of the Republic of Tajikistan and responsible persons in the field of civil aviation are taking effective and useful measures in the name of worthy service to the people.
     During this period, Tajik aviation achieved great historical achievements and today is firmly moving towards a good future, which testifies to the common sense of patriotism and nationalization, the courage and steadfastness of the leadership, the wise political vision of the Leader of the nation, Honorable Emomali Rahmon.
